STATEMENT: California's Budget Isn't Balanced—Taxpayers Deserve the Truth

Statement by Herb W. Morgan, Republican Nominee for California State Controller

San Diego, CA – June 30, 2026


The recent CalMatters commentary rightly exposes the fiction that Governor Newsom and legislative leaders have delivered a truly balanced 2026–27 budget. Despite official claims of fiscal prudence, the $351 billion spending plan masks a structural deficit of approximately $20 billion, financed through reserve drawdowns, deferred obligations such as $3.9 billion in constitutionally required school aid, and other accounting maneuvers that perpetuate a “wall of debt.”


As the incoming State Controller, I will not accept this continued deception. Incumbent Controller Malia Cohen has failed to provide the rigorous, independent oversight Californians deserve. Where strong leadership was required to challenge unsustainable spending, expose structural imbalances, and demand accountability, we have seen inaction.


The Controller’s office possesses tools to promote transparency and fiscal integrity; these have not been utilized with the urgency our $300 billion-plus crisis in fraud, waste, and mismanagement demands.


This situation echoes the 2011–2012 precedent, when Controller John Chiang sought to withhold legislative pay over budget disputes, only for a court to limit such authority on separation-of-powers grounds. That episode demonstrated both the temptation and the constraints of the office. Rather than relying on contested enforcement actions, the Controller must exercise proactive, transparent leadership.


If elected, I will immediately implement radical transparency reforms, including real-time AI-driven audits and public blockchain ledgers tracking every state dollar. These measures will expose structural deficits, deferred liabilities, and wasteful expenditures in Medi-Cal, homelessness programs, education funding, and beyond.


I will work within the constitutional framework to deliver timely, accurate financial reporting that prioritizes ongoing revenues against ongoing expenditures, as emphasized by Legislative Analyst Gabe Petek. Californians deserve a Controller who prioritizes competence, accountability, and adult supervision in government—not partisan narratives or temporary fixes that burden future generations.


My commitment remains restoring the California Dream through competent governance, lower taxes, and restored fiscal responsibility. On Day One, the era of hidden deficits and unchecked spending ends.


I urge all Californians to reject the status quo this November and support genuine accountability for the State Controller’s office.
